I have to say, based on the photos you have posted here, I think you could pull them off. They are a little bit much but as long as you don't pair them with gold leggings or something I think a low-key outfit would let them be the star (or ringmaster as the case may be). As long as the frill isn't shiny too, I say yea (and it doesn't look shiny in this photo).
I'm with Anne in Reno, they'd be a great way to give a more conservative outfit a little "pop". They are a bit circus-y, but I say, embrace that! You can pretend you're one of those ballerinas that balances on top of the Palomino horses, or an acrobat while you're wearing them! They're quirky and adventurous little shoes, and I say go for them.
OOH! Fun question. Well, I think if you wore them with a black and white ensemble...maybe a black and white herringbone skirt, white blouse and sweater, and some opaque black tights, they could look really cool as the one splash of color. Done wrong though, yes, 100% circus.
